The update, Version 3 of the tool, forms part of the revised Whole Life Carbon Conventions for New Homes. The most significant enhancement to the Conventions is the inclusion of site infrastructure, enabling assessments to cover roads, utilities, and related off-site works. According to the Future Homes Hub, site infrastructure has long been a major data gap, but addressing it is essential if the sector is to reduce the carbon emissions associated with new housing developments.

Alongside several usability improvements to the Whole Life Carbon Assessment Tool, the update expands the scope of the methodology while making it easier to apply consistently. In line with the RICS Whole Life Carbon Assessment Professional Standard (2nd Edition), the Conventions provide sector-specific default values, assumptions, and methodologies required to support whole life carbon assessments for new homes.
